A movement has been around for at least the last decade to try and find ways to standardize the education of children. This has lead to the creation of criteria for teaching that has been adopted by all but five states in the United States along with the Department of Defense Education Activity and four territories controlled by the United States Government. The current standards were developed for English language art and mathematics for children in grades kindergarten to 12th grade.

These leaders have felt that if the parents, students and teachers knew what was to be expected of them then they will be better able to meet those expectations. Every student who is capable should have some mastery over the English language, knowing how to speak well and listen carefully, and be competent in mathematics and reading.
The leaders of this process was the National Governors Association and the Council of Chief State School Officers. A main concern was how to get poor performing schools and school districts to become better at preparing students for their adult life. They allowed the opinions of students, parents and teachers into the process to help build a solid coalition to address their concerns.
The primary purpose of developing standards the various school systems have to follow is to make sure all the students are given the same type of educational opportunities regardless of where they live. The students are expected to be exposed to the same levels of training and instruction. In the past, most states and school districts developed their own criteria that may or may not have been focused on preparing students for the world they have to work and compete in.
Much has changed since the end of World War Two. The United States has seen some of their dominance eroded by advancements in other countries. The economic power has been usurped by others looking to raise their own standard of living. This has made communities compete against each other even when they do not speak the same language or have the same customs. Children need certain skill sets by the time they reach adult to help entice corporations to set up operations and jobs in their communities.
There were several new processes developed were the states would act as one. The teaching materials would be the same and would meet the requirements that had been created. A new way to test students was also crafted to measure how competent they were in the subjects the group deemed important. A new system to help teachers and students meet goals was formed to help ensure compliance to the new requirements.
The requirements resulted partly from scholarly research and surveys. The surveys asked about the skill sets students would need to get into college and training programs. They also compared their findings to high achieving states and countries to help set the standard in each discipline.
